Its becouse of the condition with two competing hormon systems in a androgyn body, or as they like to call them self, “Intersex” individual. Hormon level is guided in a body with a system called “negativ feed back”.

Simply explained: low levels or high levels of a specific hormon will make Hypothalamus to relase a key hormon that will effect the Pituitary gland to either rise or lower the amount of hormon it releases into the bloodstream. These is a very complex system and not easaly explained.
These is the reason why Intersex individuals grow so large dicks, becouse of the “negativ feed back system”. Hypothalamus feels the high concentration of female sexhormon, and in respons give signal to the Pituitary gland to rise the level of male sex hormon. Especially during pubarty the sex hormons go high-whire and bouth female and male characterstics grow by a “Intersex” individual
Have in mind, in a normal human the hormon level with one set of sex glands, rise with 300% during puberty.

A femal genom consist of two kromosom strings called “XX”, while the male has two kromosome strings called “XY”. But in some rare cases an abnormaty accours when mommy/daddy DNA combines, and the child is born with three kromosom strings like “XXY” (female with an extra male kromosom string)and sometime kromosom string with “XYX”(male with an extra female kromsom string).
